Indonesian Civil Aviation Institute (ICAI) - Air Traffic Control Training Approved School

A. General

Referring to the Aviation Act No. 15, 1992 concerning Aviation and the Civil Aviation Safety Regulation (CASR), the existence of the Training Institution constitutes the active and absolute supporting element.

The Air Traffic Control Training Division is responsible for the continuous development of all Indonesian Civil Aviation Institute employees through its training division, to provide necessary knowledge, skill, procedure and attitude to become qualified and professional in their jobs or functions. Also, the Air Traffic Control Training Division is responsible to conduct training for Indonesian Civil Aviation Institute Counterparts or other Third Parties employees for mutual benefits.

The Air Traffic Control Training Division of Indonesian Civil Aviation Institute, by referring to the ICAO Training Manual, is approved to conduct training on which the graduates meet the requirements to achieve the Air Traffic Control License and rating as well as any other additional skill and knowledge.

The approval is obtained from the Directorate of Aviation safety, Directorate General of Civil Aviation in accordance with the requirement of Aviation Act No. 15, 1992 concerning Aviation and the Civil Aviation Safety Regulation (CASR) Indonesian, Ministry of Transportation Decree Number 172/VII/1997 and ICAO Annex 1 Personal licensing.

B. Air Traffic Control Training Operational Responsibilities

1. Training and developing technical skill and knowledge of personnel performing air traffic control including inspection personnel both in operational and management or other parties require training in field of the air traffic control.

2. Continuously developing and updating training curriculum to ensure that all training program conducted are meeting the standard required .

3. Constantly updating the skill and knowledge of technical and supporting personnel dictated by rapid technological development in the design and construction of the air traffic control and its systems.

4. Providing periodic instruction to familiarize operational and management personnel with new methods, equipment, and procedures approved by the Directorate of Aviation safety, Directorate General of Civil Aviation.

NOTE: For the above process to be effective the CUSTOMER and TRAINING SERVICES must assist each other in their areas of prime responsibility.

AIR TRAFFIC CONTROL TRAINING

In accordance with the requirement of Aviation Act No. 15, 1992 concerning Aviation and the Civil Aviation Safety Regulation (CASR) Indonesian, Ministry of Transportation Decree Number 172/VII/1997 and ICAO Annex 1 Personal licensing. Air Traffic Control License holders have to achieve the competency both in knowledge and skill in the respective License Category.

The competency is achieved through the training consist of the classroom session, practical session and on the job training.

Both classroom and practical session is normally carried out in Air Traffic Control Training Division Facilities, while the some others practical session are normally conducted in the air traffic control facilities in Soekarno Hatta airport Jakarta as well as on the job training program conducted in field of at air traffic control facilities of the airports of Indonesia.

INSTRUCTORS / EXAMINERS:

Authorized Instructors will carry out the teaching and examination of the course, both on classroom session and practical session.

Authorized Examiners will accomplish the teaching and examination during practical training and on-the-job-training.

CURRICULUM

Only the approved course curriculum will be used as the reference in conducting the courses.

FACILITY

The approved courses will only conduct in the appropriate and supporting facilities.

COURSE CONTENTS AND STANDARDS

1. Courses are conducted in accordance with an approved courseware.

2. The courseware should contain the following:

a) Course objectives.

b) An outline of the subjects to be taught.

c) The standards of training defined in terms of knowledge and skill levels to be attained by the trainees.

d) The time allocated for each topic.

e) The experience and qualification of intended trainees.

f) The method of assessing trainee’s performances.

3. The preparation and interpretation of courseware into a training program is the responsibility of the Chief of Air Traffic Control Training Division together with Training Quality Control Staff. Where necessary, the syllabus should be prepared in close collaboration with user departments.

4. The final approval of a syllabus for a course required by the company rest with the Chief of Air Traffic Control Training Division.

5. Courseware for Air Traffic Control Training Division is designed to meet Directorate General Civil Aviation licensing Authorization examination must be approved by the Directorate General Civil Aviation. The application for such approval is the responsibility of the Air Traffic Control Training Division.

6. After completing the operational portions of the course, a course evaluation sheet shall be given to each trainee by training coordinator during the last phase examination. The duty completed evaluation sheets will be submitted to Quality Control Personnel and the feedback will be conveyed to the Air Traffic Control Training Division for future action.

7. The course content has to be reviewed by the Chief Air Traffic Control Training Division and Instructors at least twice a year in order, to keep them updated.

ANNUAL TRAINING PROGRAMS

1. The Annual Training Program of Air Traffic Control Training Division covers a period of twelve months beginning 1st January of each financial year.

2. The user Personnel Chiefs are to submit their training needs to the Air Traffic Control Training Division by the first week of October of each year.

3. The user Personnel The Chiefs shall prepare a draft program and submit for discussion with Chief of Air Traffic Control Training Division by first week of November.

4. The finalized program will be circulated to all Users and the Directorate General Civil Aviation by the first week of December. A copy will be extended to the Utility Air Traffic Control Training so that classroom and training documents allocation can be planned. All training manuals must be ready two weeks before the starting date of each course.

5. The list of participants on each course shall be submitted to the director of Indonesian Civil Aviation Institute, one week before the starting date of each course.

6. The annual training program will be reviewed periodically as dictated by changes in the training requirements, between the users Training Coordinators and the Chief of Air Traffic Control Training Division.

7. Users and the Directorate General Civil Aviation where applicable, must be informed in writing immediately of be extended to Utility air traffic control training so that classroom allocations can be amended immediately.

TRAINING PRINCIPLES

a) As to the program of training services, the following principles prevail :

o Internationality the highest possible cross-fertilization of international experience and information provided.

o Flexibility the best possible adaptation to user requirements is offered.

o Modular Structure the highest degree of combination of training modules for specific training purposes is making it possible to provide course on demand tailored to the specific needs of the user.

b) As the conduct of course, the following principles apply:

o Efficiency the most appropriate use of teaching method.

o Cost/ Benefit the maximum benefit in the least training time is aspired to.

o Customer Orientation – the best interest of the user is sought.

c) As the use of simulators, the following principles apply:

o Versatility any airspace, air traffic and ATC system configure may be simulated.

o Adaptability – any type of simulation exercise may be conducted.

o Learner Orientation – orientation towards the needs of individual learner is ensured, notably through individual interactive skill-building exercises (“conversional” exercises)

o Didactical Orientation – characterized by the search for, and application of facilities to analyze student performance on a general as well as on an individual scale.

o Combination of Different Exercise Types – computer based training and techniques may be combined in the best interest of training progress and to improve the level of training standards.
